Those are for drag racing - they are to keep the tire from turning on the rim during hard launches. I don't think they're street legal either.

Beadlocks evolved from the kit you speak of.
They have an outer ring that is a separate piece which bolts to the rim. This clamps the bead so it can't get off.
The screws will do the same thing but you have to be careful when drilling and they need sealer to keep them from leaking air.
Pugs is right, screws aren't legal, but who would notice really? Still, more of an offroad/racing thing
