Are these holes supposed to be here?

im doing a full convertible conversion and after cleaning up the windshield frame we uncovered two holes about 3/8” in diameter on the bottom. Are they supposed to be there? I’m assuming there drain holes but wanna make sure before I weld them up

Not certain, but I wouldn't want it to leak above my fuse box.

I believe the large firmly round one is a drain, one on each side. The rough little ones are not

There's a drain hole on each side yes.
This one looks a little messed up but the big one is it
