Has anyone had any creative ideas for placing 4 driving lights high up front without touching the stock bumper?

A bracket from where the hood closes?

Built into the grill?

On the roof?

Using the mirror mounts?

The reason is that local authorities here do not allow after-market bumpers, so I can't add to the stock bumper.

Can you not mount them on the stock bumper, or do you just not want to? You could get a light bar to mount them on the roof. Or mount them on the mirror like the jeep guys do. I've never seen a bracket for a K-truck for that, but I'm sure it would be easy to fab up.
I kind of like the idea of putting them behind the grill to keep them out of the way.

It's a funny place I live in... not funny as in ha-ha, funny as in the smell of a 2-week old tuna sandwich.

In the grille would work, though. Good suggestion. I'll see where I can bolt in a bracket.

Anybody have lights there and a pic to share?
