On the lower part of my tailgate there is a 2 in wide 5 in long horizontal spot that is bubbling with some rust color on parts of the bubbles... this means theres rust under my paint right? Damnit... i dont have a rear window seal.. i tried putting in one but ended up breaking the hooks and my window wouldnt roll down cuz the seal was too big.. i ordered it from LMC esp for the blazer i dont see why it wasnt very good... expesnive too... anyway... anyway to get rid of this rust?

The only thing I can think of is for you to take the panel on the inside of the tailgate and maybe paint the rust with POR15 or Corroless from Eastwood. It really depends how bad the rust is...

By inside you mean the access hole cover?

Yeah, the plate with several screws on the interior side of the tailgate. Just open that up, make sure the window is up so that you can access that area, and assess the damage. That Corroless or POR 15 neutralizes the rust. I've used Corroless and its great. However, if the rust is terrible, you might have to replace the whole tailgate.
