axle tube rust

I'd remove Them personally. It's your Axle if you Want To Leave Them and have room to keep them there. Won't look finished having them still sitting there though.dont worry about tube support Unless you are jumping it. Then a truss would be good to have.
 
if you manage to break that axle under any sort of stress it will see in that truck, in the aforementioned location, I'll buy you a new housing. You can take that to the bank.

It looks stupid, and you probably wont have enough room to get a mig gun in there for proper penetration. Do it right, should only take 10min per perch. The 2" wide spring perch isn't gonna give you any more support.
 
they wont be cut off with a torch, ill be using a grinder (and in hope i dont get killed with it either--grinders and myself dont have good track records)

Understand that. Just go slow then, use the handle, and use the thin cutoff wheels. Cut a line into the center of the weld, then get a BFH and whack the crap out of it.
