Slightly on-topic. Fluid level first. But if fluid level is low, the seal(s) are shot.
I tried to use a bottle jack onetime that obviously had leaking seals, and not enough fluid to do what I HAD to do right then. Looked around for anything I could put in it to try and accomplish my task, found some spray silicone. Gave it a nice big shot, waited a few minutes, tried again, success.
Later on found out that silicone is a major ingredient in much of the "leak stopping" aftermarket products, and apparently by adding silicone, I had made the seals to work better. It hasn't leaked since either, been about 5 years.
Still would prefer to fix a floor jack "correctly", but if you can't get parts, might be worth a try.
