Interesting, your question has made me realize part of the registration page got forgotten. In that is the info about registered passengers.
Registering passengers is not required, but encouraged. We pay a permit fee to the BLM and State Trust Lands Administration and that fee is based on the number of people on each trail, not just vehicles. In most cases this totals $9/person/trail. As I said, it's not required.
A registered passenger does get their own registration bag which includes; ballot for Jason Payne Memorial Trophy voting, event stickers, 5 free raffle tickets, and you must be registered to purchase additional raffle tickets.
