Belt tensioner markings

OK, so I must be the only person alive who doesn't know how to read the markings on my belt tensioner. I searched on here, then on google, can't find anything. I know the pointer is supposed to be between two marks, but which pointer and which marks? I've got two just like this, one on the '90 k5, the other on a '97 7.4. Anyone?
And since I've shown my lack of knowledge with that question, here's another one. That green hose that goes from the water pump to the intake. Why is it there and how can I make it look less like something that doesn't belong? It looks like something got frankensteined, but I notice a lot of gen VI 454's have the same setup.

Cant help on the tensioner.
But for the hose: search for "BBC water pump bypass hose" to find the preformed hose for that location
 
The pointer is on the base part. The belt has to be on. Then you can see if it pointer is between the two pointers on belt part of tensioner.
 
you can see it on the back plate, at 12:00 right between the two arrows ..... small raised notched mark.

So here's a photo with the belt on. Are you saying the 1st pointer, is supposed to align with the groove marked this groove? And then the range for the belt would be the area in red or the area in blue? So the belt on my other truck is as loose as its supposed to be, right, since the pointer is all the way to the edge of the range, and when it's new you want it to be right in the middle of the raised portion in the middle?
