Cut the spot weld from the other side, then cut out the section you want out.
Yes you need to drill them out so you don't damage the floor brace during the floor repair.
Grind them down from inside the cab until the metal surrounding the weld is paper thin. Then you can pop the floor panel off the floor brace with a pry bar.

You can pick up a spot weld drill bit designed specifically for drilling out a spot weld at NAPA and most other good parts stores. These bits drill through the top layer of sheet metal only leaving metal underneath undamaged.
