Blowing Gauge Fuse....Help!

I just picked up an '84 sub with a diesel from another member and got it running with a new starter. The gauge fuse keeps blowing and I could use some help tracking down the cause since it will soon be to cold to not have glow plugs. The owners manual says this circuit contains the warning gauges, idle stop solenoid, warning lamps, diesel glow plugs relay, and diesel fuel heater. I have unplugged the glow plug relay and fuel heater, and don't see any hacked wiring under the dash but the fuse blows after about three seconds. There is some fuel leaking from under the filter somewhere, could that cause a short on a sender on the block somewhere if it got wet? What is the best way to track down this problem? Any ideas would be greatly appreciated.
