looks like the cab floor support
That is exactly where I have rust like the picture.
So are these just caps you put over?
How do you stop the cancer already there wouldn’t it just spread and make the replacement bad or do you cut that off some way?
Can this be replaced without lifting the cab off as I don’t have the means to get that extensive?

Typically you would replace the support and IIRC they're spot welded to the floor. So you lift the cab, remove the body mount and drill out the spot welds. Prep and weld in your new floor support.
Look inside the oval hole and this is the cab mount marked in red that your show in your pic.
You have the extra support plate or what’s left of it that is part of the rocker box for the full vert under the cab mount covering it up marked in yellow.
