Bolt in not on tire

The location of the bolt is definitely boarderline based on my tire Nazi at work. Anything in the outermost row of tread on either side is usually a no-go.

But we wouldn't have kicked it for the uneven wear.
 
Well I have patched hundreds of tires, plugged many too. I would have fixed the tire pictured. patched it, not sure a plug would have worked. I don't think it to close to the side wall. it would need to be in the transition from tread to side wall before I would say no.
 
Any more tire shops are getting so ridiculous I just fix my own. The tools you need to buy are minimal and the skill is pretty easy to pick up. If anyone wants a rundown of tools of procedures I can go through it.
Worked in tires for a few years. Pretty much seen it all.

I was doing most of mine on the road on my big rig for that reason
