what is the best way to get off really rusty and really tight bolts

) Actually I assume you want them out in one piece right? Warm them up first, you can use one of those little propane torches if you're patient. Heat it up real good and then put a big breaker bar on it. If it is a nut and bolt try and warm up the nut, this will make it expand a little and help break it free.
I'm sure you've already tried penetrating oil right? If you have be careful with the torch

I have heard that you can ice the bolt from either side for a while and then heat the nut. Liquid nitrogen or freon would work well for cold. Air chisel??
