Brake caliper mounting bracket, which way?

Finally starting to get my front end back together. 10b/30sp. Does it matter what orientation (clocking?) the brake caliper bracket goes back on? I think the brake line will only reach if it fits a certain way, but looks like I could clock it up so the caliper is a little farther from rocks & debris. Not worried about removing the caliper to bleed if necessary.

Also, is the flimsy sheet metal dust shield tack-welded to the bracket really necessary? Seems like all it's good for is trapping little rocks against the disc, and would be easy enough to grind off the welds & pop it off while everything's apart.
