My driver side rear taillight/ turn signal is out, and it's not the bulb or wiring, everything looks connected all the way up. Any ideas? I need to get inspected (expired since August!)

Did you check it with a volt meter? What was the last mod or repair you did?

Does the turn signal switch function properly? The turn signal switch in the steering can cause both not to function properly.

You could have a bad gound most probably, or the switch.
Fisrt take off the lenses and take off the screw holding the ground and clean the metal there and the reinstall.
If that doesn;t cure it then check the switch.
