brake problem - help

k so on my 1987 chevy suburban, when i first got it the brakes sucked. but 600 bucks was a great deal for a running truck so i went for it. we bled the brakes and put new pads on but the brakes still suck. we even changed out the brake boost and master cylinder from a '78 but nothing worked. the brakes worked a little bit better after they were bled but they STILL SUCK. i got a couple of quotes from some local brake shops for trimming the rotors. the rotors are pretty warped. do you think this could be my problem? $60 and $75 were the lowest quotes i got for trimming them which i think is pretty good considering most other shops charged anywhere from $140 - $220. and when i press the brake pedal down theres a whooshing sound like there's air in the lines and you have to push it pretty much to the floor to get it to work. i hate doing it because im killing the boost. anyways help me out with this and let me know if trimming the rotors would be beneficial, thanks
 
i had similar problems and it was related to the rear drums being out of adjustment. try adjusting that star thing in the back till you get some drag with the wheels off the ground.
 
oh i was thinking they might be part of the problem, where is this start thing im supposed to adjust? how do i adjust it?
 
The sound is from the booster. Pretty common if you push it fast. I agree to adjusting the rear brakes. There is a little star wheel inside the drum that needs to be turned.
Does the truck shake when you apply the brakes? How bad? If not, you do not need to have the rotors turned. However, if the rotors look like a mirror, turning them will make you stop a little better. Pull them yourself and take them to a parts house to have them turned. 10 bucks each.
