brake problems when wet...

i have a 1990 suburban and after my truck as sat in the rain, when i get in it the front brakes lock up HARD when i barely touch the pedal. once i pump them a couple times or come to a stop a couple times it goes away and everything is fine. I have had them looked at but was told they are ok. but its obviously not. also, i can hear some sqeaking from them when they lock up like this.

do i need new rotors, pads, or rebleed the brakes?
 
That's usually a sign of oil on the pads. (Are you sure it's the front brakes that are locking? It usually happens with the rear drum brakes.) Lots of brake cleaner on the rotors and new pads should clear it up.
