Brakes & Steering 96 Diesel suburban

I have a 1996 K2500 Suburban with a 6.5 turbo diesel and recently I have been having a problem with losing power to my brakes and steering it happens at the same time. If i apply a little throttle I get my power assist back. Does anyone know what the problem is? Is it the power steering pump or the steering box or is it something else? I just replace the serpentine belt the power steering reservoir is full, the master cylinder is full. The rotors are warped but otherwise the brakes are in pretty good condition. Thanks for your help.
 
It's the power steering pump, because you have a diesel both your power steering and power brakes are driven by the power steering pump. Cheap and easy :D
 
As said above, the p/s pump supplies the power assist for both the steering and brakes. There is a good chance the pump is going bad if you lose assist at idle or low rpm's as when you rev the engine is spins the pump faster and thus more pressure.

However, before randomly just replacing the pump I would do some checks:
- belt slip (unlikely with the serpentine setup
- fluid level okay and/or leaks
- air in the system (low fluid level or leaks could cause this)
