Where to buy cutting brake valve? I think that is the name?

They are common on sandrails. So almost any place that sells dune buggy sand car parts. You can get the lever type or two electric solenoid valves and toggle switches.

The ones they used on VW based dune buggies were simple levers,that attached to each E-brake cable--you could probably make up a similar setup on your E-brake cables to apply them individually..
Hydraulic valves would probably be more effective though..

I have seen many rigs with them. Maybe I am not calling it by the right name. You have two levers and you can apply the brakes to only one end.
