If there is any of the bolt left protruding.I would weld another nut onto it --then heat the bracket up and it should unscrew ..sometimes even if its busted off flush you can use this method sucessfully..
I'd avoid using an E-Z out,if one snaps off,they are anything BUT easy to remove!..I'd drill it out using progressively larger bits and re-tap it..
