Bubbles under paint!

I noticed (between snow storms) about five or six quarter to dime sized bubbles under the paint on my DD (2002 dodge Ram). I popped two and a funky white water came out. I surfed the net and know its the beginning of a major rust issue/fix. Has anyone repaired this kind of problem and is it common in Dodges? Any advice would be helpful. Thanks.
 
Common on basically anything in your part of the country.

Cut out the rusty part and some of the good metal, weld in new (or good used) pieces, some light body work and paint and that's it.
 
94-01 Dodges had a huge issue with water drainage inside the bottoms of the doors. My '99 at 4 years and 42k had rust bubbling on the bottoms of both doors. Dodge would fix it at the dealership if they were willing and you were persistent enough but most people just got a run around and there never was anything official.

Where are your bubbles?
 
Seen a lot of the 94-01 Rams with rust there. Probably continued the design flaw.
