Buddy with a brake problem

Hey I have a good friend who just converted from a 10b rear on his 85 K5 blazer to a 14bff. For now he is keeping the drums, but he cannot get his parking brake to tighten up with adjustment. He told me that it was begining to tighten up with adjustment, but the line began to fray, and it softened back up. Any ideas?? He says it also wont hook up to both sides of the p-brake cables? Isnt there a clip that attachs both rear cables to the one cable leading from the cab? I figure that this peice is what he is missing. Anybody done this conversion, and what problems did you run into? or any insight?
