Buffer/polisher??

TCP Global has some affordable polishers they label with their own name - I would go that route, as many of the name brand tools are made overseas nowadays anyhow. I don't know too much about gelcoat but I would start with meguiars solo and a lambs wool pad, then work a medium to fine foam pad with the solo. The solo is a safer product and cheaper than using different polishes of varying grit - however, if the scratches are sever you made need something more aggressive.
