So I picked up this 72 blazer and the floor boards look decent but not entirely smooth, can anyone point me in the right direction in what to do here.

I don't think the floor is too bad but also don't know if they should be smooth either, looks as though it's kinda bubbled.

What would be the process to eliminate any further rust? I've also been thinking about possibly adding some Bed liner along with carpet in the front

It looks to me like someone put a coating over rust. If it were mine , I would want to scrape the whole surface to make sure that it was all stuck/ sealed up. But then you will have to re-coat it all to seal it up.
So maybe you can use a stiff bristle brush to go over it and see if anything comes loose. It may already have a rust encapsulation coating on it.

Any advice on possibly smoothing it out? Or is that just a shot in the dark being that they probably sealed it up due to that problem?

My bet is that to smooth it out, you are going to have to use an abrasive wheel. Unfortunately you don't know until you start messing with it. Maybe a scraper will give you an idea. Blasting would be nice, but not practical on a truck that is assembled. Just be glad that it's in that good of shape!

Here's a picture of what my son is up against with his '72. This is the bottom rear of his Cheyenne cab.
