cali frame legality

does anyone know what parts or how much of a frame you need to keep inorder to stay legal in cali (like vin codes)..or can you just tube the whole thing...what bout resale? or what bout no dash(i have no vin codes on the dash)

or is it "legal" just because you wont get caught...
