Can you shift transfer gears when engine off and parked???

Generally, yes. You won't hurt anything if that's what you're asking. Sometimes (especially with mechanical lockers) the drivetrain will bind up a bit and you will have to roll the truck forward or back a little to get it to shift.
 
Thanks, i was getting worried, i do that when putting the 4wd, pull it a bit in reverse then forward just to get it set in, my dumb brother when we first got the truck was showing off and ass son as he put the 4hi in he slammed on the gas and broke the rear diff..
