Cancer in the early stages

Rot has just started around the rear windows on my 83 Diesel Suburban. A paint guy I took the car to said that this is common on these. Not as common as rotted doors and front fenders but still common and that if rust is showing there then it is already under the paint. I've done searches and see some of you have fixed massive rust issues so I know it can be done but I'm not much of a metal fabricator and the paint guy said he could do it but it would cost more than the truck is worth? I'm looking for second opinions - anyone know a shop in Portland Or that is good with this stuff and in the mean time what can be done to slow this down or stop it? Except for the headliner the truck is great!! Lemme know.

There is a shop right here in Canby (about 10 min south of Oregon City) that is superb in their work. Austin's Body Shop is the name. Pm me if you need more info.
