Can't get connection data connection between ECM and code reader

I've been having torque converter lock up problems - won't lock up in highway speeds and the tranny has tendencies to briefly push while stopped on light on off-ramp.... Anyways, took it to a tranny shop and we can't get the code reader/computer to retrieve any data from ECM.....obd1 connected, so is power to the Snap-on handheld reader. Any suggestion why? My Innova reader can't get any in-motion readings either.....:dunno:

All I'm getting on the Snap On reader is "see Appendix B in U.S. Domestic vehicle communication".....:confused:
 
I've heard if the cig lighter fuse pops,it kills the connection to the scanner plug on some vehicles...some local inspection shops with less than honest techs have been accused of popping the fuse,then telling the customer that he'll need to "fix the problem before I can give it an inspection"---to get more $$$$$!..
 
I was with him in the truck, ready for test drive.....the lighter plug is working, the SnapOn reader takes power out of it.....
 
Just like chasing any other wiring. take a test light and see if you have power at the DLC and go from there. i actually had a problem like this also. The scanner kept saying "check connections and retest". i ended of have a loose pin and a blown fuse. i know this probably wasnt much help but i feel your pain!

lol.....real pain is doing it outside in 20deg F with busted knee.....:frown1:
