Carburetor leaking

I have a 4 barrel Edelbrock carburetor,the step up pistons are spewing gas out as soon as gas reaches the carb,last night I was trying to start the truck as it has been having trouble do to electric issues and the gas spilling from the step up pistons caught fire,I can't figure out how to stop it from leaking, anyone know what could be causing it?
 
You have one or both of needle and seat bypassing. The floats could be stuck down holding them open, or just junk in the seat keeping the needle valve from closing off.

The power piston caps aren't meant to be sealed. They move up and down depending on vacuum and sealing the top wound lock them by not letting air move above them.

Thanks,it was the float that was stuck,me and a buddy just tore it down and it was probably the easiest fix on earth

FIXED,the problem was the fuel filter didn't have a return line so it was making the carb flood constant, were getting a new filter as soon as my friend gets off work
