cb antenna tuning problem

I've got my cb installed along with a firestix-II antenna. When I'm trying to tune the thing with an SWR meter in the FWD position and the transmitter button pressed, the tuning knob reaches the end before the needle gets all the way up to the "calibrate" mark. What does that mean?

What is your dead key set at? my dosy wont cal. properly with low d/k have to use hi power setting .

I'm not sure what a dead key is. My radio is a cobra handheld unit so I was thinking it could be slightly low battery power even though the meter says it's full.
