Chassis coat black for POR 15?

Do I need to use it for POR 15 to work? I don't have too much rust, and I'm going to get rid of it before it gets any worse. Does this help keep the POR 15 from getting chipped or cracked? Thanks

As per por 15 catalog;
-top coat por15 with chassis coat black or semi-gloss chassis coat black, protects the underlying por15 from harmful UV light. U do not need to use "top coat" over por 15 to get it to work. But if por15 is exposed to sun light often UV rays tend to dis-color it. So if U paint your frame it should be o.k. w/o a top coat unless U go rubber up.

By the way, has anybody thought of useing POR-15 on leaf springs, catalog says it is "very flexible and can with stand much twizting and bending without cracking", I'm gona give it a shot.
 
Awesome - glad I don't have to buy something else. I guess if I go rubber side up, the last thing I will be worrying about is rust...especially in Texas
