I think..
GM had those bumpers as a factory option I believe..I know a guy who had one on his '69 GMC pickup,and he claimed his dad ordered it special when he bought the truck new..I've seen 3 or 4 of them since,but they were rotted out..

I like the pin striping better. 
They came as an option on the camper specials and trailer specials. My dad and grandfather each had one. Best I remember it was really heavy.
