I've installed new kingpins, springs, and bushings and have a question about how smooth the knuckle should rotate.

There's no slop I can feel when I rotate the knuckle, but I can feel the amount of force increase when I rotate it to the stops. When I assembled the knuckle, I can see the kingpin bushing rotate a small amount before the "nub" on it stops against the groove in the knuckle. It's easier to rotate before the nub hits the edge of the groove.

Once the nub stops against the groove, the bushing has to rotate over the kingpin and there's more friction when that happens and it feels tigther.

My question is whether anyone else has noticed this or whether it turned out to be a problem?

I've observed the same behavior having recently rebuilt my D60. Some bushings fit the keyway better than others. That said, there is a bit of friction on new tight kingpins.
