Chevy Topkick Tranny Question

We have a chevy topkick at work. The transmission is shifting like crap. Won't make the 1-2 shift unless you lift off the skinny pedal and won't make the 2-3 at all. I have checked the fluid and it was 3 quarts low. Added fluid and have the same issue. There is no leaks that I can see and the fluid looks dark (think motor oil) and smells burnt.

What's the next step here?
 
if not red and smells burnt and wont shift right sounds like time for overhaul.

but that might be computer controled tranny and possible scanner to check for codes.

but as said when burnt and not red fluid thats most of the time doa tranny.
 
Drove it again and it seems like its shifting a little better. Probably gonna run it in to the shop for a flush and further inspection. I don't like how that fluid looks at all.
