Code 32 Back again

Well, just a few weeks ago, I was getting a code 32 so I replaced the EGR valve and the solenoid and it went away.:D Well this past weekend I put some headers on the truck and now its back, but only at steady cruising speeds?:confused:

I was wondering what could be causing this. Its an 89 TBI 350 w/ headers and true duals. Could it be that with the exhaust setup I now have, there is not enough backpressure for the EGR??? If so, how could I fix that?:bow:

Could be plugged ports in the intake, and with the more free flowing exhaust it isn't as effective.
 
The last go round for smoggin up to 1974 vehicles here in Calif failed our 74 K10. I pulled the intake and to literally chisel the carbon from the EGR ports to get them open. Prior to pulling the intake I pulled the EGR and dumped carb cleaner into the EGR hole where it sat for week and it was still rock hard.
