Does anyone know the symptoms of a bad computer chip or how to test them? (86 K-5, 350 w/ Q-jet, and 700r4)

The symptoms is that when it comes to climbing grades the truck has no power. Its got a new jasper 350 and 4:88's in both axles running on 35's and I've also already put in a new ECU. Could it maybe be a bad coil or something?

One symptom of a dead ECM is the limp mode, which is full rich on the primaries, all the time. Typically black smoke/soot out the pipes, and horrible gas mileage. (pretty tough to tell that in a truck though lol) In my car though, freeway and city driving netted the same (bad) mileage, which was a good indicator something was wrong.
