I put in new bearings and races on my front dana 60. I jacked it up after a few miles of driving to make sure everything is tight. There is no play in the hubs however my passenger side has more resistance. If I try to spin it, it will spin for a rotation or two on its own. The driver side will spin very freely maybe 10 rotations on its own. Is one better then the other? I torqued both equally. Maybe one settled a bit more?

Did you remove the brake calipers also before spinning them to make sure one side is not dragging a little?

1 is the hub locked
2 are the brakes dragging at all
3 bearings perhaps a little tight
4 bearings perhaps a little loose on the other side

No I didn't. I heard the driver side scrap a bit but not bad at all. I didn't hear anything from the passenger side. Ill have to take them off next to double check though.

I guess a better question would be given no other issues such as brakes dragging or hubs locked, what is the optimum amount of resistance I should be shooting for?

It's not so much rolling resistance you're looking for, it's play in the wheel bearings.
