CUCV help

I have a CUCV contact maintenance truck at work that I was told I could use as my maintenance truck, and it has a problem with the lights.
The headlights, running lights, tail lights, brake lights, and horn do not work, so I think it has something to do with the black out lights, but at some point someone took out the two black out switches and installed vintage air.
Has anyone experienced this problem before? Anyone have any suggestions?

I checked the fuses and they were all good, but someone pulled the head light and tail light fuses for some reason.
If you're talking about why the picture's upside down, I don't know, my phone did it on its own. I'm prior navy, but now I'm a contractor working for the army, the 81st RSC in Gulfport, MS.

Glad it was a quick fix. Always like to know what the solutions are.
