CUCV question re: front bumper area

OK I can't tell is the part I highlighted in Yellow different from the civilian one? It goes over the shackle bar for the clevis. Number 5 in drawing. http://i73.photobucket.com/albums/i205/Metrodps/post%20pics/CUCVShackleear.jpg

That piece is not part of any of the civilian versions that I have seen. The bumper on a civ version mounts to the outside of the frame right where that is shown as mounting. It appears the military version mounts the bumper to the inside of the frame based on that diagram.
 
Yea I think they use it as a re enforcement. I think I can get away with out it but not sure.

Still need to figure out how to mark my chrome bumper to cut holes. If I had a CUCV close I would make a template from front bumper mount bolts as set point and then trace where cut goes.
