Custom dash questions

I'm planning a new dash for the burb, want to build it from scratch with 1" square tubing and aluminum sheet, maybe some vinyl on top.
So if I put in a new speedo, is there a legal or correct way to document the swap?
Also, is there any legal issues with moving the vin plate?
