For the money? (and a truck looking for low end torque) Vortecs. (new and complete they are about $250 a piece) They suffer a bit at the top end, but with porting, they can hang with the best of them. Of course they require a new intake, but thats just an excuse to get a nice aluminum one

According to the "How to Hot Rod a Small Block Chevy" Book the most popular cast heads in the 70s were cast # 3965742 angle plug. There are soooo many choices it's gona be tuff to realy say one is better than the other.....
Oh ya and Edlebrock has a new intake built for the Vortec heads that can be used with a Qjet.
Good Luck
I've got Vortec heads and certainly don't think they trail off at higher RPM's. Maybe its because of my cam, etc but everything improved when I swapped those on. More torque, and it really screams over 3k now.
I don't *think* that ANYONE makes a TBI manifold for the Vortecs yet. GM makes two manifolds, basically a performer and performer RPM (both rumored to be cast by edelbrock anyway) for about $100 more than the Edelbrock pieces. The Performer/"GM Performer" is the only intake that accepts the Quadrajet. The Performer RPM only fits squarebore carbs.
