Dash electrical

When I get in the truck, and it's cold, crank it up and turn headlights on, I have no dash power but my left blinker light stays on. After about 15 minutes of driving, the power on my dash comes on, all gauges start working and the blinker light goes off.

Ground?
 
when mying did that it was because i put the wrong bulb in the front blinker, so maybe it is as easy as a bad bulb. other than that i would say ground.
 
I'll third the light/socket thing... My stepside came with the older style rear lights which were wrong(needed the dual filament bulbs style) and it cause similar issues.
