Dash Pad Question

So I just picked up a 84 K2500 (I know not a K5 but stay with me). I have the dash pad out while I'm chasing a water leak. (sound familiar?) Anyway the braintrust before me glued carpet over the dash pad. The pad is basically toast. I do not want to try to remove the carpet (same carpet was glued to the floor and it took HOURS to get it all up). I also don't want to drop big coin on a OEM style replacement dash.

So I stumbled on OER Brand Dash on Summit Racing. Its listed @ 81.97. Is this just a overlay, or some complete pad?

It is a over lay cover. After market pads are around $250 and up. Hope this helps.
