Even if you can hear it kick on does not mean it is putting out enough presure. The pump in my Jeep did that to me. If I cycled the key a few times I could get it to fire.

Have you checked for spark? Coil or ignition module is easier/cheaper to replace than the fuel pump. Changing the fuel filter probably wouldn't be a bad idea either. Check to see if you're getting presure up on the rail (TBI unit) too.
