Did any 14BFF have lockers from the factory?

My dad went to the junk yard so I asked him to look for a 14BFF and he saw one. He says it doesn't turn. Could this be a problem? Maybe it has a locker?

14 bolts from military CUCV's had detroits in them, and others had Gov-loks, but if the axle won't turn at all...I'm gonna venture to guess it has problems.

If its in the bone yard chances are the brakes are just locked up.

Yeah...if it sits in the junkyard for a while the drums will rust and cause it to lock up.

As for lockers....the only ones I know of were the infamous gov-lock (G80) or the 1.25 tons cucv 14's came with full detroits.
