diesel fuel in exhaust

this isn't GM specific, but here is goes.

i have a friend with a 95 dodge 1-ton with Cummins 5.9L. he told me he has fuel in the exhaust, i said it is probably water, but he says it is very oily. we are trying to figure out what the problem is
 
i haven't seen, but he says that it does not blow black smoke, but does smoke a little when it is cold, he didn't mention the color
 
I doubt it's fuel, as the truck would most likely be blowing a lot of black smoke and running pretty bad if it was dumping raw fuel into the exhaust.

Diesel exhaust systems get a lot of soot build-up in them which makes the normal condensation (water) look oily.
