Diesel lift pump Question???

I've got a 94 chevy with a 6.5L TD
My question is: with the key in the run postion what if any should be the voltage to the fuel pump on the frame
(pre injector pump)?

Any help or input would be much apreciated.

Ok.
Heres where I'm @.
Checked the voltage at the lift pump with the key on and the engine off and i'm getting 0 volts.
Checked the in line fuse on the fire wall and its good except its not getting power there either.
Any suggestions as to what else to look for???
