I don't see how if you weld them to the out side of the wheel and the holes for the bolt are on the inside of the circle of the rim how they bolt to the rubber of the tire because the tire is on the out sideof the wheel thnaks i am so confused

The tire is sandwiched between the welded on ring and bolt on ring thus prohibiting air leakage.

so you weld on a ring and then there is a separate ring that blots on the outside of that?
