As long as the 14FF setup is like the 10 bolts, Gov-locks also don't lock under a certain RPM, and unlock over 20MPH or so (axle speed) so burnouts aren't a good indicator even if it IS working correctly. Chock the front tires in mud or grass, and slowly give it gas in 2wd. You should see the rears start turning together just after one tire starts to spin.

I tried the 2WD test also... I "chocked" the front tires with a snowbank and left the rear tires on a patch of snow/ice and slowly spun the tire(s), only one tire spun so I gave it more speed until it shifted into 2nd gear. I tried that a few times and only one tire would spin at a time. Both sides got a chance to spin... I'm going to open the cover when the weather is warmer anyways.
