I suspect it's the piece I'm looking at, screwed to the edge of the inner fender among other places? My '87 K5 has these, and the one I put together of various other '81+ parts does too.
The "front" splash shield are the mastic portions that are on the inner fender and kind of hug the frame, the "rear" splash shields would then be the hard plastic pieces behind, but screwed to, the inner fender.
Don't know...this truck has running boards on it (for now) so without crawling jacking it up I can't get under to see how else it attaches. I want to say the front screws to the inner fender, but somewhere on the side (rocker or underbody support?) GM just used those plastic fasteners like they did for the hood insulation.
